Is the coupling of ceiling fans with air conditioning included in the RE2020?
No, this is one of the issues to be improved in the RE2020. In fact, the energy gains that can be made by using fans in air-conditioned buildings are not included.
In practice, in such premises, ceiling fans have two advantages.
Shortening of the cooling season
In the shoulder season, the presence of ceiling fans makes it possible to defer turning on the air conditioning. In fact, summer comfort without air conditioning is maintained for longer, and it is only during the hottest period that the air conditioning needs to be activated.
Increase in air conditioning setpoint
The improvement in thermal comfort associated with the increase in air speed (up to 3°C gain in perceived temperature) means that the air-conditioning set point can be increased.
The diagram below shows the obvious improvement in the sensation of cooling due to the increase in air speed provided by the ceiling fans.

By shortening the air-conditioning season on the one hand, and increasing the air-conditioning set point on the other, the energy savings are considerable. An American study cites energy savings of 7 to 10% per degree of set point.
For example, by raising the air-conditioning set-point from 24 to 28°C, energy consumption can be reduced by 30 to 40%. User comfort itself is maintained at the highest level with this action.
