Does the RE2020 apply to existing buildings?

The RE2020 applies to new buildings. It does not apply to existing buildings, which are subject to the existing thermal regulations (RT ex).

It should be noted, however, that RT ex is strongly influenced by the regulations for new buildings. It is to be expected that the requirements put in place for new buildings will eventually be applied to the (total or partial) renovation of existing buildings.
